Can't send/receive picture messages?

I just got the INQ Cloud Touch, powered by Android. I love everything about it, except for the fact that I can't seem to send or receive picture messages (MMS)! It's really inconvenient because it's something I do all of the time. I've tried almost everything (turning off WiFi, turning off the phone, taking out the battery, etc). I'm not sure what to do next! My plan includes picture messaging as well. It just really sucks. I was forced to upgrade phones. I switched from my crappy little Samsung Intensity that could send/receive pictures like crazy, to this that can't do it at all! Any help would be greatly appreciated! Thanks!
Answer:

The only thing I can think of, is though you have disabled Wi-Fi you do not have Wireless Network Data enabled. Data is needed with most pictures in conjunction with a message plan to send media messages. Can you access your 3G/4G network outside of Wi-Fi?
