How can I get rid of my Paypal Limit without Bank Account or Credit Card?

• They used to allow me to use my prepaid Visa Gift card, but then it expired. I'm 18, and I've never had a credit card, Nor bothered to open a bank account due to lack of money to put in it. The only other option it seems, is to apply for a PayPal Extras MasterCard®. When I do this, I put in all correct information about myself, nothing is false. Yet I get the message "We're Unable to Approve You for the PayPal Extras MasterCard®" Is this because I don't have a credit file to check yet? Or maybe because of my lack of annual income? Any help is appreciated, I just want to put my $32 on my paypal account to use....

  You demonstrate you are both 18 years and older *and* who you say you are. You do this by submitting to a credit check, attaching a real bank account or linking in a real credit card. The fact "they used to allow me to use my prepaid Visa Gift card" is moot. Paypal never knowingly accepted such cards, but I'm sure a few slipped through. While you are attempting to qualify via a real credit check, without income or credit history, this isn't going to work. Email Paypal and tell them you can fax in your ID to show you are 18, but at the moment that's all you have.
