Why has my laptop screen confused black with red?

Laptop problem! Please help?! ?

  • I was on my laptop and everything was working normally. Then the low battery red light came on and I got confused because my charger cord was plugged in. The battery died and the laptop shut off. I then stupidly realized the wall end had come unplugged. So, I turned it back on and plugged everything in to charge it. But a screen came up that said "start up repair" it also said it may take a few minutes. So I did that and it restarted the laptop. But when it was starting up again, it froze on the starting widows screen (the black one when it first turns on). So I just shut it off. My laptop is a dell inspiron and I don't know what to do. Someone please help!!

    Do the following by steps >> Turn the power on >> Press F8 immediately you turn the power on >>From the coming boot menu please select "Last good know configuration (Advanced)" >>Press "Enter", I hope this will turn your computer normally,,,,,

Try to restart in safe mode or when it is booting press del button so that you can get a blue screen there you can get an option like repair windows.What is the OS you are using?
