If someone likes my photo on Facebook, who actually does see it?

If someone likes my photo on Facebook, can people who are not my friends see it? I have my photo albums set to "Friends Only". I have noticed, though, some people who are not my friends have their photos showing up on my Live Feed, though they have the globe icon (anybody can see their stuff) in the corner and not the sprocket wheel (only a certain audience can see that). I do NOT want people outside of my friends to be able to see my pictures. I know it does show up in the side ticker, at least. How do I set my albums so that only friends who comment and like can see it and no one else outside my friend list?
