Your English is very good, but I have bad news: if there is no money in the credit card account (this would be a pre-paid credit card where you must deposit money first, then replenish the account periodically - generally used for foreign transactions or to rebuild or start a good credit history). Like most companies, they will probably charge the account first - and if they find it empty or under-funded, not only will you not get your magazines, but Dad may get a bad credit mark on his score, so I don't recommend it. Once he's replenished his account, and with his permission, you should be ok. Did you know that many magazines post much of their content online? Do a search for Seventeen Magazine and select a link that would ensure it's Seventeen's site as there will be many others selling subscriptions and such. Underneath the headline the address (URL) will be shown; look for one that says something like "Seventeen.com; or "SeventeenMagazine.com." Good luck

If you live outside the US then I don't think so. In the USA you might be able to get away with it since they can always bill you later.

They will decline a credit card if there's not enough to cover the purchase. Some merchants may try automatically re-billing it later, since they do want your business. My advice is to just wait until you're certain the funds are available. Also, I believe magazines will charge a higher fee for the extra postage for international delivery, btw.
