How to get cash from a credit card without using a cash advance?

My boyfriend needs $750 in cash, cashier's check, or money order to pay a fine. The only way he has to get the money I his Discover credit card. His credit card has a $300 limit for cash advances. How can he get the rest of the cash? I have been told you cannot get a cashier's check with a credit card. Someone suggested getting visa gift cards and drawing the money off of them at an ATM? Is that possible? I also heard a you can get a Walmart money card with a credit card but I looked money card up online on walmart's website and it said "load able with cash". Does that mean you can't use a credit card to load a walmart money card? Also he has a PayPal account with a PayPal debit card for it. Could he somehow transfer money from his Discorver credit card to the PayPal card so he could draw the cash out from that?

Cash advance limits are normally much less than the purchase limit. You can try to call the card and ask for an increase, but don't count on getting it. It is possible to purchase gift cards but there are fees involved with buying the cards and more fees if you use an ATM to pull cash off the cards.

He can start by calling Discover and asking them if they can do an override to allow him to withdraw more than the $300 limit.

'' I have been told '' and '' I also heard '' are not the way for you to manage. Call direct or go into a bank, also call or go to a Walmart to find out what options if any that you have. I don't think you can do it with Discover, unless you find somebody who will give you cash and let you make a purchase for them with your Discover card, like at Best Buy, perhaps someone buying a large item, or at Home Depot, asking someone who is there in line waiting to check out. I had that happen to me, a woman came up to me in line at Walmart and said she would charge my purchases if I would give her cash because she needed cash for whatever. I didn't mine, and she did just that, charged the items I was buying, then, I gave her the cash for it. I was later told that this is some kind of scam, but I don't know what. I got my items and the woman got the cash she said she needed.
