Can i move up to higher maths with tese grades and if i get high cs in the real gcse exams?

In my practice tests in year 9 i did a foundation and a higher test and my grades were in the foundation test i got a high D and in the higher test i got an A*. at the moment i'm in year 10 and i've done two foundation tests which i both got high Cs, are these grades good? Also, would my grades be good enough to get moved up? because the head of maths said was to focus on getting high cs and it wasn't the end of the world just because i got a high D in my first practice gcse test. would i be able to re-do my practice gcse test if i ask my teacher because i asked the head of maths and she didn't say anything..
