Lost Green Card and Drivers License?

By some insane bad luck my sister lost her drivers license and green card. She is not a US citizen and I wanted to know how she can get a replacement drivers license. Is there an alternative to the green card that would suffice because to get a replacement green card she needs her drivers license but the DMV won't give her a replacement license without her green card. She is a legal permanent resident and does not have a passport. So I am at a lost as they will not accept photo copies.

The Green Card is a foreigner's master document. It costs $450 to replace and it takes 3 to 6 months to get a replacement. For that reason smart people keep it in the safest place they have access to. I had 2 Green Cards. They both lived in a locked firesafe box inside a locked Steelcase vintage steel cabinet inside a locked room of my locked house. Impossible -- outright impossible -- to lose it there. There's really no reason to carry the Green Card around. Some guys may thing it's sexy to flash it in the club or have it dangling off their neck when banging a chick they just reeled in, but I think it's rather stupid and irresponsible. For all practical purposes, even included being hired for a new job and filling out the I-9 form, the driver's license combined with the SS card is all that's needed. The Green Card is only needed when traveling internationally. Period. Anway, you sister has to apply for a replacement card via I-90. Once she has the receipt, she can make an Infopass appointment and have her passport stamped with an I-551 stamp. That's the code for Green Card. With it she can get a new driver's license. Since she does not have a passport, didn't keep her Green Card save, lost her driver's license, and seem to be a rather casual person based on all of that alone, she would have to get a new passport first. Once she has received it, all of the aforementioned applies. Once she gets her new Green Card, tell her to put it away. Hope she's at least pretty!

You need to call the police and get report it. they will give you a case number, you then call the embassy and report it lost and the people that issued the green card. You have to have both to be legally in the country.
