How do I add subtitles to a video I make?

So I have the video in mpeg on the computer. I want to make it into a DVD movie and given it's in english, I want to add spanish subtitles to it. I am bilingual and can do the translating myself. But I want to know if anyone know of a program that I can use to make the subtitles and add them to the video? I have Windows Movie Maker on my computer right now. Any freewares that you have used and work would be fenomenal to know about. Thanks in advance!

Answer:
Make an SRT file. Use notepad and make sure the SRT is the same file name as the movie. Just google the rest on how to do it. For example: Avatar.avi = Avatar.srt
