What does it mean when there is no dial tone and it was a good 30 seconds before it went to voice mail?

I called a friend and it took a good 30 seconds before it when to voice mail and there was no dial tone, just silence. What does that mean? I was thinking maybe the call had gotten disconnected, but then again it did end up going to voice mail, I was just curious what that meant.
