What ski movie is throw it up in?

Movie with crazy pale guys driving a car, throw shoes up in power line?

• i'm trying to find this movie i saw many years ago. its about some dude who lost his big brother in a fight with some pale guys in a car. (the pale guys look like vampires). After the pale guys kill the dude's older brother(either under a bridge or tunnel), they throw a pair of shoes up into a power line. The dude grows into a man and is haunted by this event. Eventually he again meets up with those crazy pale guys driving around a car. When the guys and the man (with his family) are about to get beat up in that same tunnel/under-bridge, the man's murdered brother appears as a ghost. At the end, the man tells the ghost that he is his brother, but the ghost doesn't believe him. That's about all i remember.
