Im looking to buy a BMX bike for around 400$ and need some websites to order from.

There are not really any Canadan websites where you can order bikes online at prices any better than you will find in local dealers. Ordering from retailers outside the country is very expensive, shipping costs much more and you have to deal with import charges. If you bought from an American website expect to pay more than twice the price once all charges are figured in
