How does Xbox live for PC work?

Some of my friends have xbox live for PC and I have no idea how it works. Do they just hook up their xbox to their computer or what? I have no clue how this works, could someone explain it?

They play Games for Windows games which allow you to sign in with your Xbox Live account and earn achievements from some games.
