Can an uninsured driver drive another person's car?

If my car insurance documents say i may drive a car not belonging to me could i drive another persons car?

• my car insurance documents state i may drive a motor car not belonging to me hired to me under hire purchase or used to secure the release of a seized car does this mean i can legally drive someone else's car with permission provided they own and have insurance on that car i do understand i would only be covered by third party liability by my insurance
