How can i file to clear my background check in tx?

• please no rude comments. my dad was charged with indecency w a child 3 yrs ago (crazy women problems started this) he was not guilty and they dropped the case a few months ago since it started 3 yrs ago he was not able to get a job and they kept resetting his court date till recently. his background check still shows his charges and he was told he would have to file to have his background check cleared and it would cost 400 dollars. we live in texas and since he could not get a good job and still cant he cant pay. is there a way i can help him file the papers on his own? and if so how do i search for info?
