  Like Candle said, the promos were his, nobody wrote them for Austin. Catchphrases, though, are a crap-shoot. Nobody can predict what the fans will pick up on. Wrestlers try often to come up with catchphrases but they don't always work (unless you're The Rock). Generally, catchphrases kinda generate themselves after the fans pick up on something a wrestler says and start repeating it. Most of the merchandise is created by people who's job it is to create merchandise. The wrestlers sometimes give ideas and input to those people but generally they don't have much say in what merchandise is created bearing their names and likenesses.
