If I delete my xbox live account, can recreate it?

So my xbox live account is not connected to my xbox profile but I want it to be...except without upgrading my profile to silver or gold and such. So if i delete my xbox live account on the computer, can I put the same email and password and such on the create an xbox live account through the xbox?
