Computer Crashing/Slowing down help?

For the last 4 months some weird things have been happening with my computer. Usually this is what happens. I am using my computer as always, browsing the internet or something then suddenly a <<click>> sound comes from the computer and EVERYTHING slows down, the mouse slows down, and the screen starts to sort of move up and down. When I say move up and down- it's like every pixel starts to vibrate up and down. Then approximately 20-40 seconds later another click comes from the computer followed by a <<power up>> sound, sort of like a capacitor being charged. The screen comes back to normal and everything starts working properly. Here is the thing. Once the first of these crashes happens, every 2 minutes these crashes repeat until eventually I get a blue screen. If I turn off the computer for about 30 minutes and come back, the crashes don't start for quite some time. Any help? Thanks in advance
