How do you do a URL Rewrite?

I've read a lot about what URL Rewrites can do, but I have yet to come across somewhere that tells me how to do it (and have it actually work). Do I need some kind of special program or can I write something in the code that will work? http://en.wikipedia.org/wiki/Rewrite_engine

All you need is Apache installed and running..with mod_rewrite enabled. and put your rewrite rules in .htaccess file. There is one dedicated tutorial site for this module http://www.easymodrewrite.com
