How to go about creating a website ?

  • Hi everyone, I am wanting to create a website aimed at troubled youth. By that i mean victims of bullying and also youth who are growing up in broken homes or maybe are struggling with their sexuality. I want to create a website where they can sign up and have their own page (like a facebook wall) I want them to be able to share photos and links I also want there to be pages where there will be inspirational quotes and advice and somewhere to put the information of help hotlines and such -How do i go about creating a page like this ? -What can I expect to pay for this ? - and how difficult will it be to create ?
