Axolotl owners I have some questions?

About how much should I allow for initial costs? I have read that their water needs to be under 70F how do you keep it this temp (my house is usually around 75)? Can you put a light on their aquarium? Any other info or tips would be greatly appreciated :) I am not planning on getting one for a while and will not get one until I have thoroughly researched them and feel that I am prepare to provide proper care for them.
