Why would americans give their street address ONLY if asked for their complete address?

i got this job which requires me most of the time to ask my customers who happens to be americans their address. and I just noticed in my close to 4 yrs in this job that everytime i asks americans their COMPLETE address they would ONLY give me street number & street name and i would have to ask city, state and zip code one at a time just to fill the complete information..its like 95%-97% of them if asked for their complete address would only give street information... do they NOT understand what COMPLETE ADDRESS means?

They probably think you are calling from their own town. It does not occur to people that they might be talking to someone a zillion miles away. Don't get disgruntled about it. If YOU call them you do not have the right to assume they know everything. People here are not as worldly as the rest assumes they are and most calls come from a 20 mile radius of their home. I just got caller ID and I refuse to answer a call with a different area code or unknown caller status.
