"Obey" is a transitive verb. You don't "obey TO someone," you "obey someone." And, yes, I've read the book, probably 20 times. You don't seem to have read it at all. It's pretty clear that Big Brother doesn't actually exist; he's apparently a fictional front-man for the government, although we can't know that for sure.
