Computer monitor doesn't turn on? help!?

When I turn on my computer, the monitor doesn't detect input. When I try to toggle the monitor while the computer is on, the monitor refreshes the no input detected message. However, when I unplug all my USBs, the monitor Sometimes detects input when the computer is turned on, but more often than not, the monitor still does not detect input. When this happens, I try unplugging and replugging the power cord, and if that doesn't work, I try the monitor's power supply. I've tried all kinds of combinations of the above methods, but the problem is not isolated to any one USB or my monitor. I normally use DVI and I tried a VGA cord but that makes no difference. It's hit or miss with these methods, sometimes they work, sometimes the same solution will work 2 times in a row and stop working. What's the same for all of these solutions is that they are all very time consuming and I need a method to solve this problem once and for all. Thanks in advance for your time. I'm looking for a software level solution. I really don't need people saying the obvious buy a new comp buy a new monitor. Try uninstalling monitor driver and restarting computer, or see if there is an updated video card driver available. Is there a monitor you can borrow to test on computer, or can you take monitor to another computer? I recently had a good monitor that sometimes would not sense computer after screen saver turned on, I diagnosed problem this way.
