How to compile OpenCV on Windows?

How the hell do I compile in C for windows?

• I don't want to download Linux and I don't own a Mac. I tried JGrasp and it said I needed GCC so I tried downloading MinGW and it gave me a download ERROR. This is frustrating, can someone, speak to me like I'm an eight yr old and explain to me how I can compile C? I only know one language and it's Java, obviously if I'm using JGrasp. Java is pretty simple, get a IDE download JDK and call it a day, but try downloading GCC and even lord google doesn't have the answer to this. >:0 Don't tell me MinGW, it failed, both Bloodshed & CodeBlock says that I need GCC too. I'm double majoring in Computer Science & Engineering Science, so I understand that C is low-level language which can mess my computer up if I don't use it wisely. >:) But I need to learn it, because I want to work in OS's in the future and I currently use Micro-controller, which is mostly C & Assembly. I'll learn Assembly later but can someone please tell me how to compile C in Windows!??
