At present what is the best friendship/chat website in India?

I live in Kolkata city in India. But all the chat sites in foreign countries are just useless for me. Because I am not going to sail the seven seas and meet my girlfriend there leaving my familiar city. Most of the chat sites are run by cunning people who have pasted some beautiful models old photos all over their pages and asking for a fee for membership. In Indian chat sites also the same thing exists. Not only that, most of the chat sites are just sitting there idle for many months or years and people do not even know their web address and have never heard their names, so why would they enter there? Some chat sites wants identity proof, email address, address, Bank Account or card Number, Phone number, home address, real name etc. So, there is no way to chat without disclosing our identity. Facebook restricts clicking unknown people for friend-request. Twitter is just a site where no one listens to someone---everyone talking only his own words like a mad in the open footpath. So, where should we go? Is there any website where there is an option to verify, talk to, and view our possible friend by webcam?
