Energy from the mouse is lost as heat due to respiration, movement etc. Also chemical energy is lost in urine and feaces. When the cat eats the mouse, it does not eat the bones or most of the blood or the wiskers or paws. All these things are energy rich. This means that the cat does not get all the energy that was available in the mouse.
