I live in South Louisiana so we are talking about major climate differences. The rule of thumb is to plant young vegetable plants outside after the last frost. Seeds are started indoors earlier so they will be ready to plant after last frost. I don't know what information resources are available to you. We have Department of Agriculture County Agents who have a wealth of free, region specific information. Each state also has a University with a Department of Agriculture Research Center which also provides free info. Happy gardening
