Are there laptops/computers that NEED to have two user accounts?

My laptop recently crashed, and my mom's co-worker helped to fix it by replacing my hard-drive, and he now says that my laptop NEEDS to have two accounts, an admin and a standard. I don't know about that, because I haven't ever heard of or seen a laptop/computer that had to have two accounts unless it was a shared laptop, and I'm the only one that uses the laptop. Before he replaced my hard-drive, I needed to have only one account, but now my mom has the password to administrator and I can't download anything that will affect the hard-drive without the password and she won't give it to me. Would there be any reasons for why my laptop may need two accounts? Or is there really no use for two accounts and I can take it off? Thanks for any help.

Actually all PCs running Vista or later, and most running XP always have at least two accounts, the Built in Administrator account (normally disabled on Vista and later), and the first User account which also must be a member of the Administrators group. It's good practice to always use a Standard account for day to day use, and only use the Admin account when needed. This reduces the risk of malicious software being able to take root and/or damage the system. The UAC prompt let's you enter the password to do Admin tasks without having to actually log into the Admin account. That said, nothing you downloaded could have damaged the hard drive to the extent it had to be replaced. Worst that could happen is the OS getting corrupted and requiring Windows to be re-installed. If your Mom thinks something you downloaded caused the problem, she is is just trying to avoid a repeat. Not much you can do but talk it over with her, maybe set some guidelines as to what you can and can't download, and agree to stick to them.
