How do I create a flash bar at the top of a website?

My dad owns his own tooling store, and I'm trying to surprise him for his birthday by creating this amazing website. I know the basics and I can do amazing things with a web page, except for create a flash bar. I am looking to create something like the beginning of How It's Made where the laser inscribes the company into a piece of metal. If anyone knows how to do that or create flash please let me know. Thank you!

Try SWISH its easier to use than Flash and you'll have a banner in no time there are free versions on the net somewhere.
