When should I apply for partnership on Youtube?

When will YouTube gonna let ALL countries participate in their partnership program?

Currently, as I post it now, only people from 20 countries can be accepted in partnership program! Why YouTube does this? Some people say it has something to do with Google AdSense, but in that case why AdSense is available in almost every single country in the world but YouTube partnership program only in 20 countries?! Why YouTube does this? And when they gonna allow all countries participate. I live in very small country in Northern EU (Latvia) and if ever we got accepted then we probably will be last country... =/ I have some pretty good videos and I would like to earn some money by partnership program, but I can't. =(
