Can you wire a single and dual voice coil subs together?

Ones a 12"kicker cvr dual voice coil and the other is a 12" 4ohm single voice coil

you can, but you won't get the same power to each sub. Mixing two subs that are anything but identical rarely yields good results. Just get the cvr adequate power, and put it in a good box. If you want to add a 2nd sub save until you can get another cvr. The cvr124's are around $85 on ebay.
