Why is the IV passed in the clear when it can be easily encrypted?

Does level affect a pokemon's IVs that are passed down?

• Whould a pokemon that is bred pass on a different IV value based on its level? ex. Would a level 36 charizard pass on a different speed IV than if that same charizard passed on a speed IV at level 100 Or will a more powerful parent result in a more powerful offspring.

  No out the the 6 IV's of the child, 3 come from parents (the Same stat IV may come from both parents and be rewritten) and remaining are random if both the charizard passed on the speed IV and it was not rewritten, then both babies will the same IV for speed the level will not effect the IV passage i
