How to buy ps3 dlc from PC transfer to flash drive and transfer again to PS3?

I bought Final Fantasy XIII-2 and I heard about all the DLC that they offer. The only problem is that I don't have internet. I get internet service through my cell phone that I tether to my computer. Is it possible to buy the DLC through the psn store online that I can then transfer to a flash drive and then transfer again to the ps3.

Answer:
You will need to access the PSN on your PS3 in order to buy the DLC. The process doesn't work using your PC. Content can only be purchased and downloaded directly from your PS3. You may be able to tether your phone to your PS3, and access PSN. Checkout YouTube and see if they have any videos that might help.
