Why can I not set up an iTunes account with a NatWest adapt debit card?

I have put all the information in that that it comes uo with and it just keep on saying this "your payment method was declined"

If the card is a pre-paid card such as the ones available at the grocery stores in the US then you have to first register it to your social security number before it will be approved for purchases without cards, which include phone orders, mail orders, internet orders and purchases at gas stations. If it's a true debit card, call the bank to find out why there's a purchase without card restriction on it.
