How to fill Form DS-230, Part I and II?

I'm the winner of DV 2013 green card. Regarding Form DS-230, Part I and II it says, "The principal applicant and all family members applying for a diversity visa must submit both Part I and II" what does this mean. Is it mean everyone have to fill it separately then how my 5 year child sing? Thanks

Answer:
You will sign on behalf of your child and write (by mother/father). Remember, you sign Part I only as Part II is signed in front of the Consular officer at your interview.
