How do i create a windows email account?

Xbox live account not letting me use live, hotmail etc email addresses.!!!!!?

This is really starting to get on my nerves. I've tried about twenty times with different email addresses, ones i've used: @hotmail.com @live.com @msn.com @yahoo.com @gmail.com The thing that really doesnt make sense is that when entering your email address it says: "If you sign in to services like Hotmail or Windows live, use that address" and i have been using addresses from both hotmail and live!!!! the message i get: Sorry, the account you have chosen cannot be used to create an Xbox live address/windows live ID, choose a different domain??? or something like that. It really doesn't make sense. It shouldn't have to take this much difficulty. Please help me! Thank You!!
