How much time a credit card refund can take (overseas purchase)?

• I placed an order online to get some shoes, apparently from US, in which normal transaction takes about a week to be process and shipped but I received an email from a third party company that my payment was approved and then I see in my statement that this transaction was made in China. Story long short, I cancelled the order because they haven't shipped neither they could warranty it by the time I need them (since I'm traveling). Customer service department said: "we will process your refund in 1-6 business days.but need to tell you first:after we refunded,usually it will take about 15-30 business days to arrive your credit card First, the third payment company will take a few time to process it ( about 4-9 business days) Secord, return the money to the international credit card orginaztion( this period take about 8-15 buiness days) , third, send it to you issue bank(it will take about 3-6 business days), at last,your issue bank return money to your credit card." Is this true? is this legit? what kind of rights do I have? Thanks Is this
