Dual sovereignty is the idea that both the state governments and the federal government are sovereign in their own "spheres." The 17th Amendment makes senatorial elections a direct vote by the people. Senators used to be elected by state legislatures. Personally, I have no problem with the 17th Amendment. I think it is an improvement on the previous system. I don't see it doing much violence to any "delicate balance." Because the method of choosing senators was set by the Constitution both before and after the 17th Amendment, I don't think the 17th Amendment altered the balance. .
