How to talk to a shy quiet person?!?

• YOU DON'T HAVE TO READ THIS ALL ONLY READ TO THE POINT WHERE YOU HAVE HAD ENOUGH INFO! so i'm 14 and there's a girl who's 15 in my 8th grade homeroom who says literally NOTHING! she looks like she's 9 years old. she's a wannabe and thinks she's so perfect. every teacher treats her like a baby (I MEAN A BABY BABY). and me and my bestfriend hate her. i pretty much told the quiet girl to her face.... i was mad at her but that isn't the point. lol she's been going to my school since 6th grade and i began passing notes to her. asking her if she still likes her ex- boyfriend (her ex told me she NEVER talked to him at all during the relationship and he also said he hates her) also i asked her which highschool she's going to (in the notes) and the only reason i asked her cuz i don't want her going to the same school as me (she kinda stalks me and stares at me and my best friend all the time and it creeps me out)... anyways back to the main question how do i get her to speak! i've tried: -yelling at her -talking to her through notes -telling her that if she doesn't talk no job will accept her when she applies for jobs -telling her that kids in high school aren't going to baby her and neither are the teachers -etc. SHE WON'T TALK! i told her to say hi to me and she said hi in a whisper that was so low i thought she was mouthing the word! i also see her whisper to herself all the time and the reason i wanna get her to talk is so she won't end up like my brother... even though i hate her i feel the need to help her! so how do i get her to talk!? she told me she's too shy and nervous to talk and never has anything to say... but if you're that quiet doesn't that mean you've got alot to say? i mean "silence is a person's loudest cry" right? UGGH at the beginning i tried making friendly convo's with her like:"what'd you think of that algebra test?" or "what's your dog's name?" or "i like your shirt where did you get it?" and she would either have a blank face and not reply or smile and not reply or smile for like 10 minutes than finally reply SO LOW that i couldn't even hear her even when the room was quiet

  Yeah. Im like that, Im loud with all my friends but when it comes to people like YOU who make fun of me I get quite and scared. So yeah she might be shy in general.
