Who is the Primary Owner of All the Domain Names?

Has anyone encountered a similar Domain name email scam? Is it?

We are interested in purchasing (domainname).com. I noticed that it was for sale. Please let me know your price. Our company is investing in web projects and web names. I hoped it was a legitimate interest so i checked out the website connected to there email address(www.web-name-service.com) and I was forwarded to a site that looked legitimate(http://www.webhostingclue.com/) So I replied with a price for the domain name to see if this person was serious. I then got this reply: 1500. Ok. 1. I need a professional evaluation (appraisal) from you. It should be from an independent evaluation company. I don't trust automated services from companies I've never heard about. Without a professional evaluation we both cannot be sure in the final sale price. It will minimize the investing risks. 2. I need the evaluation service with a trademark verification. It's important for us to know that you domain has no problems with trademarks. Some evaluators include this option in the appraisalsal service. I asked in the forum about reliable evaluation services. After you send me the professional evaluation via email (usually it takes one day to obtain it) we'll be doing business. What is your preferred payment method: Escrow.com, International wire transfer, PayPal.com or something else? So after reading that, I was a bit uneasy, I felt it could be a scam. So i digged deeper: First I checked out the Whois information for the forum he recommended and it was private registration but it was just recently registered this very year. Red Flag. Secondly I checked the Whois info for the domain name connected to his email address and not to my surprise these were the results: Registrant: Frank Tschakert 12 Regent Close Saxton Road Hohenweiden, Sachsen 06179 Germany Registered through: GoDaddy.com, LLC (http://www.godaddy.com) Domain Name: WEB-NAME-SERVICE.COM Created on: 11-Apr-12 Expires on: 11-Apr-13 Last Updated on: 11-Apr-12 Administrative Contact: Tschakert, Frank [email protected] 12 Regent Close Saxton Road Hohenweiden, Sachsen 06179 Germany 0-148-265-4490 Now, somebody seemed to have forgot private registration this time-So this Whois says the identity of the person sending me the email is not: Best Regards, David Abramson Co-owner Web Host Clue Inc. But a German named Frank. And Im am sure the owner of www.webhostingclue.com where Franks email is forwarded to does not know frank. Registrant:webhostingclue.com Yin Cai Unit 2008, 22/F, Wu Chung House 213 Queen's Road East, Wanchai HongKong, HongKong 510098 Hong Kong On top of this- Franks so called web address- was registered this past April. Wow I have so much confidence getting an appraisal for this dude.
