Why is it that fireworks that launch in the air are illegal,yet several houses continue to launch 'em July 4th?

I live in Michigan, and every year people around my neighborhood go to a different state to buy fireworks that launch in the air (illegal in Michigan) and come back to launch them on July 4th, Whats a 4th Of July without fireworks???

In my neighborhood, people shoot guns in the air to celebrate various holidays. That's illegal, too. Doesn't seem to stop anybody.

Americans dont have to obey laws if they dont want to, apparently. especially on fancy holidays like Fourth of July.
