Will they look over my high school transcript as a transfer?

I'm currently attending a CC and I was looking to transfer out of state to UCF or the university of Miami but they both state that if you have less than 30 credits you have to submit your high school transcripts and ACT My high school gpa was a 2.0 (horrible yes I know) and my Act score was a 17 My current college GPA however is a 3.5 Is there any chance they will somewhat look over my high school stuff and accept me?

If you have less than 30 credits, you're not yet a transfer student. That's how the game goes. Once you have 30 credits or more, you're officially a transfer student, and nobody cares anymore about your high school grades. About the only people that actually wanted to look at my high school transcript even after I got my full bachelor's degree was the US Army, and I thought they were insane. But rules are rules there...
