Is it legal not to issue a certificate of employment even the employee is still active?

I have one contractual employee who's requesting for a certificate of employment he will use this to loan in a bank, is it legal not to issue a certificate of employment?

Answer:
I suppose, but why would you not issue one? If you have ever issued a certificate for another employee, you're begging for a discrimination lawsuit. And, in my never to be humble opinion, you would have earned it.
