What is the difference between these 2 Nikon DSLR lenses?

Can anyone explain the difference between these zoom lenses?

I'm a beginner DSLR user (Nikon d3100) and I'm preparing to buy some lenses in addition to the 18-55mm. I've been researching lenses, and my head is now spinning. Can anyone explain in simple terms the difference between the following two Tamron zoom lenses? Why is one $200 and the other is $450 when they are both 70-300mm? The second one has indeed VR which is nice. I'ts also built to much higher specs, it's a serious competitor for nikon's 70-300 VR. The first one is dirt cheap and not too bad for that class of lens. You get what you pay for.
