How do I get Cellular Data Network if my iPhone 3GS isn't jailbroken?

I have an iPhone 3GS that's bearly a year old and it has worked great! I've had ZERO problems with it! Only recently when I try to send pictures it will not send them anymore. It keeps saying "Message Send Failure." Whereas before it sent them through everytime! I'm always backing my phone up and updating it whenever updates come available so its software is pretty new, give or take 2 or 3 months. Now I've always heard that the only way an iPhone can send pictures is if you have 3G in your area. I don't have 3G as I live in VERY rural area, which we are supposed to be getting it at the end of the year.(Fingers crossed!!) But, I've always been able to send pictures before without having 3G before. I'm not qute sure what it means, but there is an 'E' at the top of the screen on my iPhone. Maybe someone could tell me what that means. So I've been looking on the internet trying to find out why and everything I keep reading says something about going to my Setting, then to General, then to Network and turning Cellular Data Network on...Well I don't have that option. All I have is Enable 3G, Cellular Data, Data Roaming and the Personal Hot Spot option. What do I do? Can that be fixed without having to jailbreak my phone? I'm not that savvy when it comes to all the techno stuff out there but I can follow along pretty good if the directions are clear. So if someone out there can help me with this I'd be very greatful! I know this is a pretty long question but I'm a very detailed person and I can't help it sometimes! :-/ Anyway, other stuff I found googling info on this said something about Cydia or something like that. I'd really like to get my phone to start sending pics again and if at all possible if I can figure out how to jailbreak my iPhone and get the ability to use my iPhone as internet for my laptop that would be great! I'm always interested in more ideas and new things! Thanks!!

just quickly scanning through your question. E - Stands for EDGE - its a technology for data transfer. Not as fast as 3G. From your question: "... All I have is Enable 3G, Cellular Data, Data Roaming and the Personal Hot Spot option...." the "cellular data network" means "cellular data" same thing. its the option just below "enable 3G" , so it is in your device. No need to jailbreak it. Just allow for data and try sending it again.
