How d I make my firewall allow me to download an unliscensed program(minecraft)?

I have been trying to download Minecraft, after I had to uninstall it. When I tried to re-install it a few weeks later, my computers firewall wouldn't let me download it. I've tried lowering all my settings and even turning off my windows firewall, but it still says "Your current security settings do not allow this file to be downloaded". How do I allow my computer to DOWNLOAD the game. I know how to let it through my firewall when the applications on my computer. What I want to know is how to let my internet/computer download minecraft.exe. Don't tell me "Go to your settings and click allow Application, then choose Minecraft.exe retard". I can't do that without DOWNLOADING THE PROGRAM! Just tell me how to let an application by an unlicensed publisher be downloaded. Not run. Downloaded. I have a Windows 7, Gateway version 6.1.7601 Service Pack 1 Build 7601 *Note I have bought the game. I have legal permission to download the game. I have a login and password. I have paid my 20 or so dollars to buy the game. Stop giving me trouble about how I want to illegally download the game. I don't. I already have. I can play in-browser just fine; it's just less convenient. I am not hacking, pirating, or stealing. I just want to know how to download the .exe file.

If you are using internet explorer go to the cog looking thing in the right hand corner and click it. Then you will see internet options, click it, and then click the security tab. I have mine set to medium-high. you can also go over to the privacy tab and adjust those settings, I have mine set to medium. If this still doesn't fix your problem try downloading the program using a different internet program. I have 2 on my computer just in case something like this were to happen. I have google chrome and internet explorer, it could be that your internet program just needs an update or windows has an update that it waiting to be installed. If nothing you try works then you can always just use System Restore to revert your computer to a previous date, and once you do that you will have the program back on your computer, BUT you will need to back up anything you have put on your computer from the date that you want to go back to having that program on your computer. I would suggest putting music files, word documents, and ect. on an external hard drive or a flash drive. Good luck and I hope this helps.
