Can a convicted felon become an RN in the state of Utah ?

My sister in law was convicted of among other things, identity theft and sentenced to 5 years in prison, now 5 years after getting out she wants to become an RN. She says that in another 5 years, so 10 years all together after being released from prison that her record will be clean and this will not hinder her process of becoming an RN. Is this true?
