Can Visa take my student loan money?

  • My Visa has a limit of a thousand dollars and i have reached that limit but I haven't paid off my Visa. Yesterday my bank said that Visa has frozen my account until May 7th and that's when I get my student loan, so I was wondering if Visa can just take my student loan money to pay off my visa? Because my sister has a maxed Visa and she hasn't paid hers in a really long time and she has no student loans nor has Visa ever frozen her account.
