How to play static dominant and functional dominant chords?

How do you play these chords?

  • i am a beginner at playing the guitar, i love playing and starting to get better, in my guitar chord chart shows where to put ur fingers on strings labelling the fingers 1 2 3 4....when learning barre chords it will for e.g have 4 no's 1, meaning put your finger on the 4 strings (sorry if it sounds confusing), i get how to play barre chords, but others chords o the chart a have a finger no 1 on a e string and slightly arched line to another finger no 1 label thats on same fret, its hard to explain, but i dont know how to play them and id like to know, im teaching my self to play the guitar.

    it means to barre just the strings that have the curved line for example, you can play an F chord in first position by barring strings 1 and 2 with your index finger and then fret string 3 at the 2nd fret with your 2nd finger and fret string 4 at the third fret with your third finger. strum only the fretted strings.
